The Douala Urban Council (CUD) is moving forward with the Douala Urban Mobility Project (PMUD), financed by the World Bank. A notification dated May 7, 2026, and transmitted the following day, reveals that the Technologies & Expertise for Sustainable and Inclusive Development (TESID) / Enda International group has been selected to update the Resettlement Action Plan (RAP) for people affected by the BRT (Bus Rapid Transit) project. The negotiated contract amount is FCFA 98,267,963, including all taxes.

This approach is part of the Request for Proposals n°002/DP/CUD/CSPM/2026 of January 21, 2026, backed by World Bank BIRD loan n°9397-CM and IDA credit n°7136-CM. Updating the RAP is an essential step before the start of the works, making it possible to identify the people impacted, assess the socio-economic consequences and define the compensation and support measures.

The TESID / Enda International group was ranked first, ahead of GEST SARL, the IDEA Consult–Studi Cameroun group, the Oréade-Brèche/Kahima Development group and Insuco Gabon. GEST SARL was not selected due to an insufficient technical score, while IDEA Consult–Studi Cameroun withdrew. The others were not invited to submit a simplified technical proposal, in accordance with the selection method.

The BRT project is a key element of the PMUD, aimed at improving mobility in Cameroon's economic capital, which faces congestion, urban sprawl and rapid population growth. The objective is to set up a mass public transport system to facilitate travel, reduce travel times and improve mobility conditions. The project includes the construction of four BRT lines totaling 28 kilometers, served by 48 stations. Five multimodal terminals are also planned.

Updating the RAP is crucial, as resettlement and compensation operations are often necessary before work can begin. This step will make it possible to update the situation of the people affected, specify the impacts of the project and supervise the compensation measures. Delays had already been noted due to these issues, with an amount of nearly FCFA 12 billion mobilized by the State to compensate those entitled.

The total cost of the Douala BRT is estimated at FCFA 335.3 billion, mainly financed by the World Bank. The PMUD steering committee has approved the launch of the first works in 2026, with an initial phase of FCFA 4.7 billion devoted to urban access roads.

The CUD considers the awarding of the RAP update contract as an essential step for the social and land security of the project, conditioning the release of land and the effective start of work on the future mass transport system. The BRT project could increase access to employment by 138% for residents of outlying districts and reduce travel times by 31 minutes. The full commissioning of the BRT is scheduled for 2027.
